Mayor as a Black Peter? Case Study of the Moravian-Silesian Region

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The aim of the thesis is to find out what affects the mayor's interest in the post of mayor. The bachelor's thesis titled Correlation between the Popularity of the ANO Brand in the Moravian-Silesian Region and the Success of Elected Mayor Tomáš Macura in the 2022 Municipal Elections is dedicated to a case study of Tomáš Macura within the framework of municipal politics in Ostrava. The theoretical part of the thesis defines the terms associated with brand, branding, political brand, and personal political brand. It is followed by a chapter on the socio-political context, where the work summarizes the ANO 2011 party's results at different political levels, with a specific focus on the Ostrava region. This chapter also addresses the rise of the ANO 2011 party, along with its history. A subsequent subsection is dedicated directly to Tomáš Macura and his political career. In the analytical part, the thesis delves into the analysis of internal party research and the media visibility of Tomáš Macura prior to the 2022 municipal elections. The result of the study reveals that both parties - Tomáš Macura and the political party ANO 2011 - benefited from their coexistence, thus creating a symbiotic relationship between them.
Territorial differentiation of voter turnout in local election in Czechia

The presented bachelor thesis focuses on the analysis of spatial differentiation of voter turnout in local elections. The thesis uses quantitative analysis of voter turnout data for the reference period of 2006-2022. It examines how voter turnout differs in different geographic areas and what influences and factors may affect these differences. Voter turnout is analysed in hierarchically different spatial units, such as municipalities, districts, and regions, and these differences are also expressed through map outputs. Emphasis is placed particularly on the "problematic" regions of the Czech Republic - rural areas, border regions, or internal peripheries. At the same time, the thesis points out the developmental aspect of voter turnout over time, for which a change index is used in the thesis. Subsequently, the thesis also analyses the relationship between voter turnout and selected sociodemographic or socioeconomic characteristics of the population. The impact of factors such as age, education, and unemployment are particularly examined.
Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic

The bachelor thesis Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic deals with terms of candidacy Coalitions of Independent Candidates in elections to city councils in Czech cities and municipalities. First of all, the bachelor thesis compares conditions for candidacy of independent candidates in the Czech Republic and neighboring countries. The analysis is focused on comparison of the presence of Coalitions of Independent Candidates in Czech cities of different size. The focus is mainly on local elections 2014. Successful Coalitions of Independent Candidates has been described in details. The aim is to refer to disadvantages suffered by Coalitions of Independent Candidates in larger cities. The disadvantage is, that Coalitions of Independent Candidates have to produce petition with 7 % signatures of voters from the city, where they want to candidate. Despite this disadvantage is majority of Czech councilors elected from the Coalitions of Independent Candidates.
Factors of instability of local assembly in Czechia

Bachelor thesis deals with conditions influencing stability of local assembly in Czechia in 2014-2018. In this research dissolution of an assembly and following election announcement is considered as an expression of instability. The thesis follows two main goals. First is to find regularities in terms of area, size and demographic. Second is to find actual reasons of local assembly dissolutions. Analytical section aims to characterize municipalities in which extraordinary elections took place in 2014-2018. Regularities relating to the type of countryside, share of non-believers and natives were defined based on sectional quantitative analyses. The second goal was achieved by searching through news in local internet journals. Main reasons of local assembly dissolution were defined based on the found reports. Predominantly the reasons were personal disagreements, low interest in candidacy and disputes about the direction the municipality is heading. Clusters of municipalities where local assembly dissolution occurred and areas of highest occurrence of local assembly instability were also defined. 1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. With regard to the comparison of the Czech legislation and issues of European legislation, so we can get a rich variety of assumptions and considerations, which could be formulated in the context of the considerations de lege fedenda at the level of regions and municipalities. The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.

Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. It Is Time to Change the Electoral System for Czech Municipal Elections

This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.
